A pet passport and an animal health certificate are not interchangeable documents for every journey. The right choice depends on where the document was issued, where the owner lives, the route and the dog’s current veterinary records. For a typical holiday from Great Britain to the EU, start with an official veterinarian’s check of the animal health certificate requirements.
The direction of travel matters. A document accepted when returning to Great Britain may not be accepted for entering the EU. Do not decide solely from an old passport’s expiry or the fact that it was used successfully on a previous trip.

These are different administrative routes, not product tiers. Paying for the wrong document does not make it valid for a different destination. Give the vet the full itinerary so they can identify the right route before preparing paperwork.
How an animal health certificate works
GOV.UK says an AHC must be signed by an official veterinarian, who will need the relevant microchip and vaccination history. Not every veterinary appointment slot or practice can issue one, so ask specifically when booking.
The current EU-entry window is ten days, counting the date of issue as day one. GOV.UK currently gives six months for onward travel within the EU after entry and six months for re-entry to Great Britain. A new AHC is needed for another separate departure from Great Britain to the EU under this route.
Check the dates against your actual crossing, including overnight journeys. A delayed sailing may affect an entry window even when the holiday accommodation dates have not changed. Keep the original certificate accessible for the required checks.
Why an existing passport needs checking
For entry into Great Britain from an EU country, GOV.UK lists several accepted documents, including eligible passports, an AHC issued in Great Britain within the last six months and a Great Britain pet health certificate. It also lists passports issued in Great Britain before 1 January 2021 for that direction of travel.
That return allowance should not be read as permission to use an old Great Britain passport to enter the EU. Confirm the outbound requirements separately. The same booklet can contain useful vaccination history while not being the correct travel document for the next border.
DAERA’s current guidance says an EU pet passport can only be issued to owners whose main residence is within the EU, and describes passport arrangements for Northern Ireland residents. Do not assume you can obtain a passport during a holiday simply to avoid future AHC appointments. Ask the issuing authority or official veterinarian about the current rules and your circumstances.
Northern Ireland has a separate arrangement
Eligible travel from Great Britain to Northern Ireland can use the Northern Ireland pet travel document scheme. It should not be confused with an EU passport or a certificate for onward travel to Ireland. Northern Ireland residents travelling to and from Great Britain have different provisions.
Use DAERA and GOV.UK guidance for that specific journey. If the itinerary includes crossing from Northern Ireland into Ireland, explain this before obtaining documents; it changes the question you need answered.
Paperwork is only part of preparation
A valid document does not replace required microchipping, vaccination, treatment, carrier booking or destination eligibility checks. Review return tapeworm requirements, operator rules and any restrictions affecting the dog. Arrange veterinary appointments with enough time to resolve missing records.
